09 CTTS radiator fan keeps running with P0480 code

the radiator fan in my 09 CTTS has been running none stop at high speed lately in -30C freezing weather. 

I plugged in the Durametric and it shows the following code:

0480

Fan 1 control circuit

No signal//communication

 

any suggestions?

P0480 Fan control output stage 1 - open circuit/below limit value/above limit value

 

Possible cause of fault

- Break in wiring in power supply to fan module 1 (large/to the right)

- Break in wiring in ground connection to fan module 1 (large/to the right)

- Open circuit in control line to fan module 1

- Short circuit to ground in control line to fan module 1

- Short circuit to B+ in control line to fan module 1

- Fan module control module 1 faulty

- DME control module faulty
