Soft top will not go down

Another top issue on my 2001 Boxster S: The windows were down and would not go up all summer long and into the winter months. About a month ago, I tried again and the top went up. At the same time, the windows went up as well. Now, the top will not retract, nor will the windows go down! The windows do drop about 1/4" when I open the doors, as they are supposed to do. Of course, the emergency brake is on, as is the emergency brake light. When I press either button to raise or lower the top, I can hear a 'click', so there must be some power going somewhere. The windows, of course, will not go down either. This issue is driving me nuts. please help with any suggestions!
