Sorry for my ignorance and vagueness in my explanation. When I was under the vehicle, I noticed a couple of things that just didn't seem right. One noticeable thing about them is an obvious movement. Is this a major problem? What is a recommendation to correct the problem. Is it as simple as loosening the bolts and letting the 'washers' fall back down into place?

What impact does this problem have on the car.

Top bolts adjust rear toe.

Bottom bolts adjust rear camber.

You should not mess with these unless you have alignment tools.

No, they should only move when an alignment specialist moves them.

Are you saying that these bolts are loose? If so, you need to get your vehicle aligned and these things sorted out.

The ecentrics as you can see are off center. This allows the person doing the alignment to turn the bolt which in turn pull or pushes things to make the alignment in spec. So as Loren says leave alone unless you are skilled at slignments. They do not move only when loosened and adjusted do they move.
