Off idle e-gas throttle surge smoothness problem

2002 C4S. 42k miles. I've noticed since I got the car that it has a weird discontinuity in the throttle response when driving very gently just off idle (think mother-in-law). It feels like the bottom 5% of the throttle is missing. When I'm coasting along and ease off the gas, it just shuts off with a jerk below a certain point. Then when I gently roll into it, nothing for the first bit of throttle travel, then it surges forward when I push a bit harder.

This is a new car to me, though I've driven drive-by-wire cars before (Audi S4, Subaru STI). Is this a "feature" of e-gas or is there something wrong?

If there's something wrong, what?

If that's just what e-gas does, will any of the aftermarket options (chips, "sprint booster") help?
