Howling noise and Starting issues

Hello,

I have a 2000 996 w/ 98k miles. I have spent most of my time on rennlist but i am in search of some more technical help regarding an issue that i am having.

But to sum it up. My car making a howling noise from the vent behind the gas door. It only occurs when i let my foot of the gas but as soon as i step on the gas pedal it goes away. It seems like an pressure problem. dscn2349.jpg

I've also had two break downs when i fill my fuel tank from below a 1/4 tank to full. The car will only crank and not start until i wait about 4-6 hours after fueling. I believe there is an issue with the fuel vent system. Any ideas would be great. Thanks!

BTW: I've replaced the following items since ive had the car: fuel pump, fuel pump relay, fuel filter, carbon control valve, new spark plugs, cleaned the MAF and throttle body.
