Is this split plastic pipe coolant system related?

My '05 Cayenne turbo has had the coolant pipes replaced and supposedly had all plastic t-junctions replaced. I'm replacing the coolant overflow tank and cap as a preventative measure and stumbled upon this cracked tube and plastic t.

 

Here are pictures of each. Is this coolant related? Should I replace this plastic tube? I have seen a fix for a cracked plastic tube where the guy bought a larger diameter tube and clamped it over the smaller cracked plastic tube. Would this work?

 

Thanks a lot. I'm just leaving the Cayenne in pieces until I can figure this out and make the appropriate fix.
