I recently solved this same problem on my 1996 manual 911. The dealership provided my 4 digit PIN or key code. I bought a couple key blanks at https://mysecuritypro.com/keyblanks.aspx for about $5 each. My blank was an Ilco .PO5 (capital "O" not a zero) and I had it cut by a local, automotive locksmith called The Door Heros for $10. My local big box stores (Home Depot, etc.) could not cut this key. I bought the USA 315 MHz key fob remote keyless entry for my 993 at https://www.ecudoctors.com/collections/porsche-993-1996-1998 for $150. Their programming instructions and video did not work for me, but the instructions at this web site worked the first time: https://993servicerepair.blogspot.com/2020/04/remote-entry-key-fob-programming-made.html This approach is the simplest and least expensive of any I found found via many web searches.
