fail safety inpection: brake force rear axle insufficient
in 996 Series (Carrera, Carrera 4, Carrera 4S, Targa)

i failed NJ inspection today.
reason:
brake force rear axle insufficient in relation to front axle.
brake force:
left front: 686 lbf, right front: 669lbf
right rear: 240 lbf right rear: 232 lbf
any thoughts on the reason? is this going to be a adjustment thing? or something is broken badly.
the car does feel "pushy" when braking, guess the rear brake is not strong enough.
my question is: is the brake force something adjustable? or this is indication of something needs to be replaced.
i want to get more knowledge before taking the car to dealer on Sat. , but my search didn't find anything useful.
