Difference btw 99 and 02 driver seat?

I'm trying to replace the manual 1999 seats (only seat backs are power) with manual 2002 seats. Everything's fine except the 02 drivers side seat will only tilt backwards when you pull the lever to raise/lower the seat. The front mechanism of the seat seems to be locked and doesn't lower, so when you try and lower the seat to the lowest setting, only the back lowers and the seat tilts back. Also there are two plugs on the 02 seats that the 99 didn't have and I can't find a place to plug them in.

I've compared the seats and the front mechanism of the 02 seats are hinged to a different spot than the 99 seats. The 02's are hinged to the bolts closer to the front of the seat.

Do the new manual seats have power controls for raising and lowering of the front part of the seat in addition to the seat back tilting?
