Can a CDR 23 radio fit in my 1999 Boxster that originally came with a CDR 220 radio?

The CD player in my CDR 220 will no longer play CDs.

Will a later model radio such as the CDR 23 fit in my Boxster (plug and play)?

Yes it will fit but the architecture is completely different so will not work without serious modification so would advise against doing this. Among the problems you'd have getting this to work; the biggest issue would be the fiber optic bus and system interface.
