Yeah!!!! Just got my very first 911 - 1999 996. I have encountered the following issue.

Has anyone experienced a problem where when you start the car the climate control fan will not operate unless you turn the key back just a bit?

Sounds like the ignition switch which is a very old and known problem. More so since you have a 1999. When the switch is acting up it does all sorts of strange things. Remove the air tube under the dash and see if it has ever been replaced if you do not have the service records.
