Metal Ballbearing

I recently took my car in to my local dealer to have the PSE and electronics fitted, and all is well with that but when I picked the car up from the dealers I noticed a small (8mm diameter) metal ballbearing in the drivers footwell just behind the mat.

I thought nothing of it and have assumed that the mechanic might have misplaced it or it rolled out of his pocket, but now the steering wheel does not feel as smooth as it used to when I turn it at slow speed.

Is a metal ballbearing part of the steering assembly inside the car or play any part with the steering assembly at all?
