Boxster 2.5 petrol problem

When I fill in petrol into the car, I can't actually fill it up due to the hand bar always "tick" back. I am just wondering is there anyone who has faced this problem before? How can I solve this problem, thanks a lot.....

Try to fill the tank with the filling handle in horizontal possition, the handle turned to the rear of the car self-evident.

I tried, but still won't help at all... It does have a lot of air bubbles coming out. It looks pretty scary though.

Check to see if fuse E6 is blown.
