What is this part for?

I need a little help idenfitying a part that I found in my 99 996 C2 Cab. I think that it may be part of a hard top kit (from the prior owner?) I was doing a little more detailed cleaning and found it in the area where the soft top goes when it's down.

Part number is 996.563.551.00
