2005 Cayenne S PCM Swap and not turning on

My PCM is on the fritz.  It reboots itself and also displays text over nav screens or other screens.  So I bought a used 2005 PCM form ebay which seller says it is in good condition and came from a parts car.  I installed it in my Cayenne by plugging in the same wires and it won't turn on.  I thought it might be a fuse in back of the PCM issue so I replaced the fuse with my OEM radio and still no power.  I disconnected the ebay PCM and put my original radio back since I know I get power and it works for a few minutes before it reboots itself again to make sure all my wires are good.  My original has power, but the replacement ebay one I just bought won't turn on.

Do I have to do anything else besides plugging in the replacement ebay factory radio?  I haven't tried the 1,4,8 buttons yet since I reinstalled my orginal radio and was just about to return the ebay one.  Need advice.

I've just bought a replacement PCM as parts for the one in my '04 Turbo (screen pixellation & not ejecting CD' s), the guy I bought it from said it had an intermittent power issue, but when it was on everything worked great. His was also the 04 Turbo but he'd only just bought the car and the unit was already in it. I got the unit at the weekend and I noticed that it had a build date of 2007, so I'm now wondering if whoever had it before didn't get it coded properly, which is why it was intermittent power, is this a possibility? If so, I could have just bought the cheapest replacement at just £12.50.
