Yes, you will need the GT3 parts with the shims.

They and increased camber will improve handling but make tire wear worse.

As an alternative, take a look at Tarett Engineering camber plates. I put these in my track dedicated 986 and can now get more than -4 camber in the front (although have found the right camber setting for my setup to be -2.85 in the front.) A set is $450. The draw back is I can't get the opposite - I have to have minimum of -2.

In order to get the proper toe alignment you will need an adjustable track arm to replace the one that has the cam adjustment. Porsche calls tham track rods.. The trailing arm is the one from just behind the seat to the hub carrier in my way of thinking.....

JIC coilovers have camber adjust plates for the front.

If you are replacing the rear standard 996 C4 lower control arms with 996 GT3 control arms, can you compensate for lots of negative camber that an X74 kit delivers with the 30MM decrease in ride height?

Im thinking of installing a set of 996 GT3 lower control arms so I quit eating rear tires every 5 - 7K miles. The outsides are fine, but the insides are down to the cords....

If I do change the lower control arm, would I also have to go to an adjustable rear toe control arm too? or the upper adjustable arms? (I'm not taking the car racing, just doing some spirited driving around town, so I really do not want a fully adjustable, expensive setup.)
