cooling fans only work with the ac on?

Hi there looking for some help here. I have a 2000 2.7 boxster and last night drove it without the ac for the first time and it got a bit hot. Pulled over and noticed the fans were not on. I turned on the ac and the fans came to life. High speed I would say. I'm not sure what setup this car uses to control fan speeds, cycling ect. Any help would be appreciated. Thanks

Jump the relay and force the fan to run. Today I checked my relays by jumping all the 4 and Left fan does not run in low speed. I have a ballast resistor issue, need to replace.
