Does anyone know under what conditions over revs can be read?

In other words, is it necessary for the engine to still be installed/ and/or running in the car to allow a reading, or can the ECU be read after the engine has been removed.

Can the ECU be read for the over rev information after it has been removed from the car?

Is it possible for someone to have erased all traces of over revs or is that a "permanent record"?

This is regarding a 2001 Boxster S, but I'm also wondering if there are differences between the model years insofar as the ability to get the info, etc.

Yes, a properly powered ECU can be read out of the car (that is how Durametric does their development).

It is supposed to be permanent - unless the ECU is replaced with a new one and they did not transfer the data.
