Broken Intake Manifold Bolt

I have a broken intake manifold bolt at the rear driver side. Challenging location for extraction and thus far all attempts to remove the broken bolt have failed. I've hired a welder to weld a nut on the bolt to back it out, but that failed. Tried drilling it, but drill isn't going deep enough into the bolt to use easy out extractor. My last resort is to send it into the shop and I'm betting that they'll tell me to replace whatever the bolt is in. My question is...what component is the intake manifold screwed into? The cylinder head? Something else? Is this a replacement job or labor to remove the bolt with the component off the vehicle?
