Aligning headlight bracket

I'm replacing both plastic headlight brackets (the whole thing) on a 1999 911 Carrera, due to broken brackets where the electrical socket sits. These are the plastic mounts where the headlights slide into.

I'm just trying to figure out if there's some trick to getting these things lined up right. The three (3) knurled nuts, washers, star bolts just kind of wiggle around in the slots in the metal fender part. I keep loosing up, re-adjusting, and tightening them down but haven't got the headlights to line up with the fender opening quite right. Figured I'd ask before I did too much hair pulling.

There's got to be an easier method.
